Depends on a lot of factors. GameMaker uses a drag-drop interface that's pretty easy to understand, but Unity also has a lot of features that make it worth learning C# for.

but it has that memory issue thing, and coding is not my forte
I mean, no matter what engine you choose, you’re going to have to dabble in coding.

You could try messing around in OpenSurge.
Pros:
  • Absolutely FREE
  • The core gameplay is already completed, fleshed out, and glitch free (as far as I can tell.)
  • Ability to add custom assets.
  • Custom scripting language and a helpful wiki.
Cons:
  • May or may not be as flexible as you want.
  • Steep learning curve if you want to add your own assets.
I personally use Sonic MAX on Game Maker Studio.
Pros:
  • Incredibly flexible, since it’s in Game Maker. If you can code, you can do just about anything!
  • Most of the core gameplay, namely the physics, is complete and fleshed out.
Cons:
  • Some of the gimmicks need some work.
  • The engine needs a little work to get it working out of the box.
  • Requires Game Maker Studio, which is a paid product.
  • Scattered to nonexistent documentation makes working with Sonic MAX a bit daunting.

Game Maker Studio will also be the engine for sonic fangames

BOOM: SONIC FREEDOM ENGINE, si quieres trabajar en 3D (se ve mas bonito) este solo tienes que agregar modelos 3D o simplemente texturas, es en si un creador de niveles de sonic clasico, es para UNITY

Game Maker Studio 2 is free..but you cant export to any platform, its literally a test edition.

if you want to export to any platform, you will need buy game maker studio 2.
or download game maker studio 1 by,,non oficial methods.
you can also download game maker 8.1 standard but its too old.

But Multimedia Fusion without pay only can export the project to HTML5, and HTML5 is not good for a fangame

A good engine for 2d fan games is not so simple sonic worlds/simple sonic worlds or genesis sonic worlds (these engines are for clickteam fusion)
