    Game Maker Studio 2 has a free trial with full functionality. The only restriction is you can’t publish any games. You can still test run them in the program just fine though.

    Spinball released in November of 1993 in the USA. SatAM began airing in December of 1993. The one video demo of Sonic-16 was copyrighted November of 1993. Spinball was using SatAM concepts likely before everything in the first season of the show was finalized.

    From the scraps I’ve been able to glean in my 15 minutes of Google searching, it looks like progress is slow going due to health complications. In an email linked in this post, the creator says he will never cancel XG. So, I think we will see it to completion, but it will likely take a long time.

    If you want to stick to free 2D engines, there are two I recommend at least checking out: the Freedom Engine for Unity and Open Surge. Personally, I think Open Surge is handy to use thanks to its extensive wiki.
